Activity
At the beginning of his career he worked as an engineer. In 1991-1993 he was the General Director of JV «Dynamo-Atlantic», the head of the staffing department of the Kyiv City Executive Committee. From 1993 to 1998 he was the president of the Ukrainian industrial and financial concern Slavutych (75% belonged to the offshore Newport Management Viktor Medvedchuk).

Younger brother Igor Surkis is the president of FC Dynamo (Kyiv).
